EXECUTIVE SUMMARY

The Mayor of Hurstville City Council, on behalf of a resident in Mountview Avenue, has raised road safety concerns in Mountview Avenue, Beverly Hills. The resident is specifically concerned about speeding vehicles in their street.

 

AUTHOR RECOMMENDATION

THAT the request to install traffic calming devices in Mountview Avenue, Beverly Hills be denied.

THAT the speeding data of the traffic survey be referred to the Hurstville Local Area Command for enforcement.

FURTHER THAT the Mayor of Hurstville City Council be advised of Council’s decision.

 

REPORT DETAIL

The Mayor of Hurstville City Council, on behalf of a resident in Mountview Avenue, has raised road safety concerns in Mountview Avenue, Beverly Hills. The resident is specifically concerned about speeding vehicles in their street.

The resident has advised that they have moved into the area recently and believes that cars on Mountview Avenue are driving at excessive speed. Accordingly the resident has requested Council to consider installing speed calming devices in Mountview Avenue, Beverly Hills to improve road safety.

Mountview Avenue, Beverly Hills is a local residential street with a 50km/h speed limit.

To ascertain road safety concerns that were raised by the resident and establish the current traffic situation in Mountview Avenue, a comprehensive traffic survey was conducted. The results of the survey are presented below.

The results of the surveys demonstrate that more than 50% of the vehicles are travelling slightly above the posted speed limit; however it is considered not excessive to warrant the installation of traffic calming devices.

Accordingly, it is considered appropriate to refer the results of the speeding data of the traffic survey to the Hurstville Local Area Command for enforcement.

Council has received a representation from a resident in Louis Terrace raising road safety concerns in Louis Terrace, Hurstville.

The resident has advised that he believes that Louis Terrace, Hurstville has become some sort of a “speedway” claiming that cars are speeding like “hoons”, the resident further advised that due to the slight slope and its rather long length he believes that this road environment encourages speeding and accordingly has requested that a traffic calming measure be installed.

Louis Terrace, Hurstville is a local Road with 50km/h speed limit.

To ascertain road safety concerns that were raised by the resident and establish the current traffic situation, a comprehensive traffic survey was conducted in Louis Terrace. The results of the survey are presented below.

Council has received a representation from Mr David Coleman, MP, Federal Member for Banks on behalf of one of his constituents raising concerns regarding the existing pedestrian crossings in Tooronga Terrace, Beverly Hills.

 

AUTHOR RECOMMENDATION

THAT the existing two pedestrian crossings in Tooronga Terrace, Beverly Hills be retained.

 

FURTHER THAT Mr David Coleman be advised of Council’s decision.

 

REPORT DETAIL

Council has received a representation from Mr David Coleman, MP, Federal Member for Banks on behalf of one of his constituents raising concerns regarding the existing pedestrian crossings in Tooronga Terrace, Beverly Hills.

Mr Coleman’s constituent has raised concerns regarding the close proximity of the existing two pedestrian crossings in Tooronga Terrace Beverly Hills.  The two crossings in question are the marked foot crossing in Tooronga Terrace south of Wyanga Lane and the signalised pedestrian crossing at the intersection of Tooronga Terrace and King Georges Road, Beverly Hills. The two pedestrian facilities are about 50m apart.

The constituent has advised that the existence of two pedestrian crossings in close proximity confuse the pedestrians and the motorists and he believes that regularly motorists ignore the marked foot crossing south of Wyanga Lane.

It is advised that both pedestrian crossings at this location are widely used due to their close proximity to Beverly Hills Railway Station, shops and parking facilities. It is further advised that both pedestrian crossings meet current RMS warrants. 

The signalised crossing at the intersection of King Georges Road and Tooronga Terrace serves as the desired pedestrian path for through pedestrians along King Georges Road. However, the desired pedestrian path for most of the rail commuters and local residents accessing shops (news agent, super market etc) is the raised mid-block pedestrian crossing in Tooronga Terrace.

Accordingly, it is considered that the two crossings in question are justified and should be remained unchanged to facilitate the needs of local residents and rail commuters in Beverly Hills.

Councillor Liu has made a representation on behalf of the owner of newsagent in Park Road, Hurstville requesting to change the existing one hour parking restriction in Park Road at the corner of Forest Road, Hurstville to a half an hour parking restriction to facilitate quick turnover of parking.

 

AUTHOR RECOMMENDATION

THAT the first 6m on the eastern side of Park Road, Hurstville, at the Forest Road end be changed from 1P, 8.30am-6.00pm, Mon-Fri, 8.30am-12.30pm Sat to 1/2P, 8.30am-6.00pm, Mon-Fri, 8.30am-12.30pm Sat.

 

FURTHER THAT Councillor Liu be advised of Council’s decision.

 

REPORT DETAIL

Councillor Liu has made a representation on behalf of the owner of newsagent in Park Road, Hurstville requesting to change the existing one hour parking restriction in Park Road at the corner of Forest Road, Hurstville to a half an hour parking restriction to facilitate quick turnover of parking.

The eastern side of Park Road, north of Forest Road, Hurstville has approximately 26m of ‘1P, 8.30am-6.00pm, Mon-Fri, 8.30am-12.30pm Sat’ period parking zone. This is to provide parking for the customers of the commercial developments that are located at this location.  The businesses located at this location vary from home loan brokers, real estate agents to a newsagent.

The home loan broker and the real estate agents would benefit from the longer term parking provided by the 1P restriction, on the other hand the newsagent can greatly benefit from the quicker turnover of a 1/2P restriction.

Therefore, it is considered appropriate to change one parking space (the first 6m closest to Forest Road, Hurstville) at this location from the existing 1P restriction to a 1/2P restriction. This will allow for quicker parking turnover for the newsagent while still maintaining longer parking turnover for the home loan broker and the real estate agents by retaining 19m of 1P restriction.

EXECUTIVE SUMMARY

Council has received a representation from the Property Manager of East Quarter development requesting Council consider installing a 1/2P parking zone and a Loading Zone on Forest Road outside the east quarter development frontage on Forest Road, Hurstville.

 

AUTHOR RECOMMENDATION

THAT a ‘1/2P, 7.00am-10.00pm, Mon-Sun and Loading zone at all other times’ restriction be installed along the first 16 metres of the left turn bay in Forest Road, Hurstville outside East Quarter development.

FURTHER THAT the Property Manager of East Quarter development be advised of Council’s decision.

 

 

REPORT DETAIL

Council has received a representation from the Property Manager of East Quarter development requesting Council consider installing a 1/2P parking zone and a Loading Zone on Forest Road outside the east quarter development frontage on Forest Road, Hurstville.

Officers from the traffic section inspected the East-Quarter development in December 2014. During the inspection it was noted that the existing left-turn bay in Forest Road at the entrance to the under-ground car park of the development is rarely used. Accordingly it was suggested to provide a period parking zone within part of the turning bay.

The turning bay is about 66m long, however as result of a planter box on the footpath it is not possible to provide parking after first 16m as the passenger side doors cannot be opened if parking is allowed where the planter box is located; thus only the first section of the turning bay can be changed to parking.

Accordingly, the Property Manager of the East Quarter development has requested Council to consider providing a short term parking zone for the customers of the shops that front Forest Road as well as delivery vehicles and grease arrestor pump-outs (as the grease trap of the adjoining commercial floor of the development is located at the Forest Road end of the building) at this location.

Accordingly it is recommended that 1/2P parking 7.00am-10.00pm, Mon-Sun and Loading zone at all other times be installed along the first 16 metres of the right turn laneway as per attached drawing.

Councillor Mining has made a representation on behalf of a resident in Rainbow Parade requesting traffic section to investigate resident’s concerns regarding speeding traffic in Rainbow Parade, Peakhurst Heights.

THAT a comprehensive traffic survey be carried out in Rainbow Parade, Peakhurst Heights to establish the current traffic situation and to identify the need for traffic calming devices in Rainbow Parade, Peakhurst Heights.

REPORT DETAIL

Councillor Mining has made a representation on behalf of a resident in Rainbow Parade requesting traffic section to investigate resident’s concerns regarding speeding traffic in Rainbow Parade, Peakhurst Heights.

The resident is concerned in regards to the safety of pedestrians outside the swimming school at 37 Rainbow Parade, Peakhurst Heights. The resident believes that cars are speeding in the vicinity of the swim school and he is concerned about the safety of children and mothers frequenting the swim school.

It is recommended that a comprehensive traffic survey be carried out outside 37 Rainbow Parade, Peakhurst Heights to establish the existing traffic situation in the vicinity of the swim school.

EXECUTIVE SUMMARY

Mortdale RSL is planning to host the Anzac Day Memorial March and Service outside Mortdale RSL on Macquarie Place, Mortdale, on Sunday 19 April 2015.

 

AUTHOR RECOMMENDATION

THAT a copy of the Traffic Control Plan for the proposed temporary closure (rolling road closure) of Macquarie Place, The Strand and Martin Place Mortdale, to hold an Anzac Day Memorial March on Sunday, the 19 April 2015 be referred to the RMS and Police for their consent.

 

THAT the temporary closure (rolling road closure) of Macquarie Place, The Strand and Martin Place, Mortdale to hold a Remembrance Day Memorial March on Sunday 19 April 2015 to hold an Anzac Day Memorial March and Services be approved subject to the RMS approval.

 

THAT the standard fees for road closures as per Council's Schedule of Fees & Charges be waived for the proposed closure (rolling) of Macquarie Place, The Strand and Martin Place, Mortdale on Sunday, the 19 April 2015 to hold an Anzac Day Memorial March.

 

THAT all Emergency Services, Bus Companies and St Georges Cabs Limited be notified of the proposed road closures.

FURTHER THAT Mortdale RSL Club be informed of Council's decision.

 

 

REPORT DETAIL

Mortdale RSL is planning to host the Anzac Day Memorial March and Service outside Mortdale RSL on Macquarie Place, Mortdale, on Sunday 19 April 2015. The organisers have organised a March before the service on the day.

 

The proposed March will commence around 8:45am from Macquarie Place at Morts Road, Mortdale and will proceed along Macquarie Place, right into The Strand and left in Martin Place, where they will march in to the Memorial Park located at the corner of Boundary Road and Martin Place, Mortdale.

 

The March is expected to take about thirty minutes. Upon completion of the March, a service will be held in the Memorial Park. It is estimated that the service will take approximately one hour and forty five minutes. The proposed road closure will be a rolling road closure for the duration of the March. The roads will be reopened at the start of the service at Memorial Park.

The Mortdale RSL Sub-Branch has provided a Traffic Control Plan showing the road closures at Macquarie Place and The Strand, Mortdale, with appropriate barriers. They have also provided a copy of their public liability. Mortdale RSL has forwarded a copy of the Traffic Control Plan to the Police for consideration.

It is advised that Mortdale RSL has conducted this event in the past few years with no incidents.

Council has received representation from Mr Mark Coure, MP, Member for Oatley on behalf of one of his constituent requesting Council to consider installing a No Parking restriction along the railway side of Webb Street, Riverwood.

 

AUTHOR RECOMMENDATION

THAT the request to install No Parking restriction on the railway-line side of Webb Street, Riverwood be denied

 

THAT the statutory No Stopping restrictions be installed at the intersection of Colin Avenue and Webb Street, Riverwood.

 

FURTHER THAT Mr Mark Coure, MP, Member for Oatley be advised of Council’s decision.

 

REPORT DETAIL

Council has received representation from Mr Mark Coure, MP, Member for Oatley on behalf of one of his constituent requesting Council to consider installing a No Parking restriction along the railway side of Webb Street, Riverwood.

The resident is concerned that commuters park on both sides of Webb Street causing the street to be narrowed and in his opinion causes hindrance to the traffic. The resident has further advised that commuters also park too close to the intersection of Webb Street and Colin Avenue causing road safety concerns to the residents of the cul de sac Colin Street, Riverwood.

Accordingly, the resident has requested that No Parking be installed along the railway side of Webb Street Riverwood.

It is advised that parking is in very high demand in the vicinity of Webb Street, Riverwood due to its proximity to the Riverwood town centre and the Riverwood Railway Station.

It is further advised that Webb Street measures 8.5m in width which can accommodate parking on both sides and still allow flow of traffic with caution. This also acts as a speed deterrent for through traffic on Webb Street.

If parking was removed on one side of Webb Street, Riverwood, it will significantly reduce the supply of valued parking spaces in the street affecting the amenities of local residents, customers of Riverwood Commercial Centre and rail commuters.

However the resident’s concern in regards to cars parking too close to the intersection of Colin Avenue and Webb Street, Riverwood has merit; accordingly it is recommended that the statutory No Stopping restriction be installed at the intersection of Webb Street and Colin Avenue, Riverwood.

Councillor Stevens has made a representation on behalf of a business in Park Street, Peakhurst, requesting Council to change an existing 2P restriction in Park Street, Peakhurst to a 15 minutes parking restriction to facilitate quicker turnover of parking for customers of the business.

The owner of Park Street Mixed Business has advised that

“she has a number of elderly clients who, prior to the opening of The Corner Cafe, were able to stop directly outside her shop and she was then able to take their purchases to them, without the need for them to get out of their car”  

Accordingly she has requested Council to change the existing 2P parking restriction directly outside her shop a 15 minutes parking restriction to facilitate quicker turnover of parking to make this space available more frequently for elderly customers of the Mixed Business.

Councillor Stevens has made a representation on behalf of the residents of 755 and 757 Forest Road, Peakhurst requesting Council a consider installing a No Parking restriction across the driveway crossings of 755 and 757 Forest Road, Peakhurst.

The residents of 755 and 757 Forest Road, Peakhurst have advised that they have been impacted by the success of the Corner Cafe in Park Street, Peakhurst, with regard to parking. They have advised that as a result increased demand for parking, it is now very rare that a car is not parked outside their homes all day every day.  

The residents have further advised that they can only safely exit their driveways when their cars are facing in a forward direction. This is as a result of two things; the speed in which cars are travelling along Forest Road and the fact that as a result of cars parking on Forest Road, their view of oncoming vehicles is inhibited.

It is advised that the same residents have made a request for this same parking restriction to be installed back in 2013, well before the café was open, whereby the Traffic Section investigated the request thoroughly including site inspections. Site inspections revealed that the width of the combined vehicular crossings (driveway) of the subject two properties is quite wide measuring in excess of 6m providing sufficient site distance for vehicles entering and exiting the premises.

No Parking restrictions are installed only when the access to properties are tight with limited sight distances. Accordingly, it is not possible to justify the need for a parking restriction at this location as the combined driveway crossing is wide with sufficient sight distances.

Installing No Parking restrictions across driveway crossings with adequate sight distances can set a precedence whereby Council may require obliging to all similar requests. Such a policy would not be feasible due to high cost of installation and maintenance of signage.

It is further advised that as per every vehicular crossing, the drivers should exercise caution when entering or leaving a road's carriageway.

Council has installed a 24m long Works Zone adjacent to the development site at 18-22 Woodville Street, Hurstville to facilitate the construction activities by ensuring convenient access to delivery vehicles, plant and machinery.

 

DJ Royal Plaza Construction has since applied for an extension to the length of the subject Works Zone by a further 18m east along the northern side of Woodville Street to facilitate their approved Traffic Management Plan of facilitating contraflow movement for their construction vehicles entering and exiting their construction site at 18-22 Woodville Street, Hurstville.

 

It is advised that the above extension of the Works Zone is required for a duration of 26 weeks and will occupy the existing 1P parking zone in Woodville Street.


It is considered appropriate to approve the extension of the Works Zone as the site is located at the intersection of Woodville Street and Barratt Street with limited site frontage for safely manage the construction related activities.

REPORT DETAIL

Council has received a representation from Mr David Coleman, MP, Member for Banks on behalf of one of his constituents raising road safety concerns at Boundary Road railway overpass in Mortdale.

The resident has advised that it is unsafe to drive over the railway bridge in Boundary Road due to lack of visibility.

It is advised that this bridge has been constructed as a one-way structure due its geometrical and structural limitations. Site inspections have revealed that the existing one-way bridge discourages speeding and acts as a traffic calming measure. Site inspections have also revealed that the sight line between the drivers of vehicles approaching on either side of the bridge is sufficient.

To ascertain road safety concerns raised by the resident, the Roads and Maritime Service accident data were reviewed for the 5-year period between January 2009 and December 2013. It was revealed that no accidents were recorded in the vicinity of the subject bridge.

The business owner has also requested Council to consider installing a pedestrian crossing in Treacy Street at Alfred Street, Hurstville to improve safe pedestrian access across Treacy Street.

 

AUTHOR RECOMMENDATION

THAT 7 metres of the existing ½ P restriction on the southern side of Forest Road, east of Alfred Street, Hurstville be changed to a ‘Loading Zone’ to operate between 8.30am to 6.30pm, Monday to Saturday.

THAT the request for an additional pedestrian crossing in Treacy Street at Alfred Street, Hurstville be denied.

At present about 60m long ‘½ P 8.30am-6.30pm, Mon-Fri, 8.30am-12.30pm Sat’ restriction operates on the southern side of Forest Road between Alfred Street and The Avneue, Hurstville to facilitate quick turnover of parking for customers of the businesses along Forest Road. At present no Loading Zones located within this section of Forest Road. Most of the delivery vehicles use the existing period parking zone to park their vehicles and deliver the good to adjoining business premises.

Accordingly it is considered appropriate to convert a 7m long section (closer to Alfred Street end) of the above mentioned half-hour parking zone to a Loading Zone facilitate these delivery vehicles.

The business owner has also requested Council to consider installing a pedestrian crossing in Treacy Street at Alfred Street, Hurstville to improve safe pedestrian access across Treacy Street.

At present a signalised pedestrian crossing exists at the intersection of Treacy Street and The Avenue, which is only about 100m away from the intersection of Treacy Street and Alfred Street, Hurstville. Accordingly, it is difficult to justify the installation of an additional pedestrian facility in Treacy Street at Alfred Street, Hurstville.

REPORT DETAIL

Kerb and guttering along the southern side of Anderson Road is lifted and damaged due to roots of street trees in the street. As a result water ponds on a number of locations along Anderson Road damaging road pavement.

Accordingly, it is proposed to re-align the kerb and guttering along Anderson Road between 1 Anderson Road and Oates Road, Mortdale to improve stormwater drainage along the street and alleviate potential damage to road pavement. The exact measurement of the kerb extension (offset from the existing kerb face) can be identified only after removing the existing kerb and guttering (and after exposing the street root systems). The Tree Management Officers have suggested extending the kerb and guttering by around 700mm.

It is advised that Anderson Road measures 11m in width and is able to accommodate the footpath extension while still maintaining parking on both sides of the road.

Council has received a representation from Mr Chris Hendley, Secretary Manager of Penshurst RSL Club requesting the closure of Connelly Street and Bridge Street Penshurst to hold a March and Memorial for Commemoration Sunday on Sunday, 19 April 2015 between 1:00pm and 4:00pm.

THAT the Penshurst RSL Club's request to temporarily close part of Bridge Street and Connelly Street, Penshurst from 1:00 pm to 4:00pm on Sunday, 19 April 2015 be approved.

THAT Penshurst RSL Club be requested to submit a Traffic Management Plan (TMP) to Council, RMS and Police for review at least ten (10) days before the proposed road closure.

Council has received a representation from Mr Chris Hendley, Secretary Manager of Penshurst RSL Club requesting the closure of Connelly Street and Bridge Street Penshurst to hold a March and Memorial for Commemoration Sunday on 19 April 2015 between 1:00pm and 4:00pm.

This is annual event and Council has approved the closure of Bridge Street and Connelly Street, Penshurst since 2012 for the Remembrance Day and Anzac Day Commemorations with no incidents.

The Club has engaged a professional traffic controlling contractor to prepare a Traffic Management Plan (TMP) for the proposed road closure and to implement the plan.
